Scissors work well for smaller cuts but for a long straight cut, a straight edge and Stanley knife is easier.

As Trevor says, a Stanley knife and a straight edge are very good if it is a straight cut line.
You will probably find that if it is 1/16" or less thick then a good score down one side will then allow you to start to bend the ply up along the scored line & it will snap off quite cleanly along the line.
If only 1/64" (0.4mm) thick then a sharp modelling knife blade will easily cut through in one or two score strokes, a Stanley knife will be needed for thicker ply.
I only tend to get the saw out for 1/8" plus.
