Having just upgraded to Windows 10, I notice that Microsoft Office Picture Manager has all the tools you need to resize and compress your photos.
01: Crop the small model in the sky to make it larger
02: Resize the pic to 1024 X 768
03: Compress down to less than 100kbs
At this size it will upload in seconds and still be a half decent pic...

More details please CW. I have not been posting details of my latest build due to the "agro" of sorting the pictures ! (Although I am using Windows 7)

First up, JG, check that you have Microsoft Office Picture Manager on your PC...?
